Special Containment Procedures: SCP-XXXX is to be contained in a standard housing unit, with suitable furniture for a being of his size. A small pool of water should be included in this housing unit, changed at least daily.
All personnel handling and interacting with SCP-XXXX should be equipped with protective eyewear with polarized lens, and wear waterproof gloves at all times. Muffled earwear should also be worn if in direct audio range. SCP-XXXX may be viewed safely through any recording device.
Description:
SCP-XXXX is a small black, cephalopodic-like being, approximately 1 meter long. There are no discernible sexual characteristics, however after meeting with POI-XXXX, SCP-XXXX has been identified as male. Despite appearing to be an aquatic being, SCP-XXXX is amphibious, capable of moving and breathing on both land and water. He has displayed a preference for salt water, though does not appear to be harmed by immersion in fresh water. He is incapable of human speech, and communicates primarily through gestures with his tentacles, which display a large range of motion. He has shown an understanding English,German and Japan. Research is ongoing as to other languages he may understand.
SCP-XXXX's anomalous effects are upon observation. Those observing SCP-XXXX with the naked eye show a marked increase in stress levels, and report disturbed sleep patterns over the next 24 hours. This effect does not manifest through remote observation, and may be greatly reduced through the use of protective eyewear. In addition, personnel in frequent contact with SCP-XXXX appear to have developed a 'resistance' to this effect.
SCP-XXXX is sentient, and of average human intelligent. Standard IQ tests give an IQ of approximately 105, though testing is hampered by the being's un-cooperative nature. Swiftly growing bored, and throwing tantrums, throwing testing materials away, and attempting to return to it's containment unit. These outbursts pose little danger to staff, and disciplining has increased SCP-XXXX's willingness to engage in testing procedures.

Opening Statement
This meeting is to be convened to discuss a recent development surrounding SCP-XXXX. We have received a request from a legal firm claiming to represent SCP-XXXX's father, and further claims that the being is a child. The letter continues, requesting the release of SCP-XXXX and gives assurances that it will be removed from this plane upon leaving Foundation care. To this development we have a number of matters to address.
What Risk does SCP-XXXX pose to the wider public?
How trustworthy is the legal firm? Are they simply a front for another organization that wants control of SCP-XXXX?
Is the ethical issue of holding a child against the wishes of their parent, despite the nature of both child and parent, sufficient to justify over-ruling Foundation policy of continual containment?
Statement by Researcher Vargas, Researcher in charge of overseeing SCP-XXXX's containment.
Researcher Vargas agreed to meet █████ Lindell, Designated POI-XXXX from this point forward at ██████ cafe, Berlin, Germany. Foundation agents were inserted into the cafe prior to the interview.
POI-XXXX: Thank you for meeting me, Mr?
Research Vargas: Vargas, I am overseeing the containment of SCP-XXXX
POI-XXXX: I assume that is your name for █████. Have you come to a decision regarding his release?
Research Vargas: It is outside my authority to do so, this is merely a meeting to gather further information regarding SCP-XXXX
POI-XXXX: In that case, the one you refer to as SCP-XXXX was, as I understand it, 'Running away from home', after a disagreement with his progenitor. I can't tell you the nature of the disagreement, as I do not understand it much myself, but from what I gather, it was minor in nature. This being is a child, and his..call them his parents, would quite like him back.
Research Vargas: It is against Foundation policy to release any SCPs in containment. I don't see any reason to change this policy.
POI-XXXX: If you released him, he would not be uncontained. He would be outside this plane of existence, and I can assure you he, or any of his kind, won't be coming here any time soon. This entire planet is a no-fly zone because of the Foundation tossing anything it deems unusual in a cage and poking it with sticks to see what makes it work
Research Vargas: You appear to know quite a lot about our activities. Ms Lindell
POI-XXXX: I have a number of clients that have mentioned you in passing. You're the bogeyman for everything that goes bump in the night. I hope you're proud of yourself. [She pauses, to gather herself, her professional smile returning]. However, we are here to discuss SCP-XXXX. I want to make this clear. There are no threats involved. The Office of Multiversal Incidents technically claims jurisdiction over this plane, but nobody is willing to go for a test case over this. This is purely a question of ethics, but let me say this. This Earth can't stay being a rural backwater for ever. Eventually the common man will start finding ways to cross to other dimensions, and Earth will join the larger community, and that is when it's past will be scrutinized. These people have long, long memories. A little bit of compassion here and now could serve us all very well. Perhaps not for centuries, but eventually. What does Earth want to be? Those that captured a small child, and tested and tormented it for years on end? Or would it rather show just the tiniest shred of humanity?
