The Earth of the Foundation is one much like our own, except for one major difference: reality is bending and twisting, and this has caused paranormal phenomena to emerge. The general population remains unaware, but in the shadows, various groups struggle against each other, each with its own motives and agendas.
- The SCP Foundation [white/blue] seeks to conceal what it calls "anomalies" and all evidence of their existence. It uses technology and tactics to secure, contain, and protect these anomalies. The Foundation does not employ anomalies under normal circumstances, believing them to be dangerous and unreliable, but recent circumstances have caused it to resort to desperate measures.
The Foundation is uses the Contain mechanic.
To contain a permanent, exile it until the containing permanent leaves the battlefield or a source the contained permanent's owner controls deals damage to you.
The contain mechanic can handle threats quickly and cheaply, but only as long as you can prevent their owners from striking back.
The Foundation also employs controlling effects that prevent damage or tap down creatures to keep opponents from dealing damage, because one hit can cause a massive breach, as well as blink/bounce effects to reset its containers.
- The Serpent's Hand [blue/green] is an organization of scholars, scouts, and mages who value knowledge and tradition, and believe anomalies should be free and openly understood. The Hand is loosely knit, and rarely coordinates, choosing instead to coalesce from time to time in the Wanderer's Library, an ancient extradimensional repository of stories from throughout the multiverse. The Library is only reachable via Ways, a network of makeshift planar portals as old as the Library itself. The Hand believes that information should be spread
The Serpent's Hand uses the Storyteller mechanic, which rewards you for revealing specific cards from your hand, representing stories. Because every spell has its own story, the cards required by storyteller cards are varied, but usually fit in with cards you'd naturally have in a green and/or blue deck. The Serpent's Hand also uses plenty of card draw and similar effects to keep its hand full of cards to reveal and shares self-bounce with the Foundation.
- The Chaos Insurgency [black/red] is a faction of mercenaries, chaos magicians, and ex-Foundation separatists who seek to use anomalies to gain power and wealth for themselves. They lurk in the corners of the world where the Foundation's influence is limited, for reasons of politics or geography, and broker deals with local leaders that trade use of the paranormal for money and power. The Insurgency uses chaos and sedition to its advantage, both tactically and magically, thanks to their elite contingency of chaos-magic users, sometimes referred to as "dreadlords".
The CI mechanic is infiltrate.
Infiltrate—Whenever this creature attacks and isn't blocked, X happens.
The Insurgency loves to sneak past enemy lines and wreak havoc. Infiltrate abilities tend to sabotage or destroy the resources of the defending player. Some infiltrate abilities replace combat damage or require you to sacrifice the infiltrating creature. The Insurgency also gets intimidate and panic effects to help trigger infiltrate.

This sandbox is open to contribution from anyone with something to add.
The design skeleton (adapted from Mark Rosewater's "Making Magic" design column) is intended to describe the common cards included in a Magic: the Gathering small set (which may be expanded into a large set later on) based on the SCP Foundation mythos. It uses a four-character code which is unique to each card. First, rarity (every card here is C, for Common), then color (W, U, B, R, G, as well as A for Artifact and L for Land), then a number. CW04 is the fourth white common in the set.
Currently, the plan is to feature five factions in the set, each bearing their own two-color combination. Although choosing all allied colors or all enemy colors would be more symmetrical and easier to take care of, this set is working with an existing setting and can't tailor factions to color combinations without making them out-of-character (and this isn't slated to use its own canon or anything like that), so any five pairs will do, as long as each color is used in two factions. The five groups used in this set will be:
- Foundation - WU, control-based
- Horizon Initiative - WR, efficient weenies and aggressive spells
- Serpent's Hand - UG, contingent evasion and hexproof
- Chaos Initiative - BR, terrorism and betrayal
- SCP-354, The Red Pool - GB, predation

Aggressive White Weenie strategy. Possibly based around interaction with the subtype or keyword mechanic "holy" - maybe make it a keyword mechanic with an inherent effect so it isn't totally linear like Arcane? Maybe phrase it like indestructible used to be, where "holy" isn't an ability, just a characteristic, but "This creature is holy" is an ability, so effects can be phrased "Target creature is holy, etc."?
Possible mechanics:
Tribunal (If this creature is tapped, it has "Untap this creature and two other tapped creatures you control: do X".) There has to be a better way to phrase that.
Treaty (This can't X unless an opponent does Y) — basically a literal punisher effect.
Tribunal (As long as you control three or more [red/white] creatures, X).
Just reuse Battalion, why not
Serpent's Hand:
Keyword: Fabled (When you draw this card, you may cast it for its fabled cost.)
The Serpent's Hand as portrayed here has two basic attributes: one, they're occult folk who have a lot of connections, and have made a lot of enemies, notably the Foundation, which means they need a lot of evasion and on-color protections like hexproof. Two, they live in the nexus of all stories, the Wanderer's Library, and have learned the magic within them. So they have plenty of library manipulation—scrying, shuffling in, and drawing extra cards. This creates the classic aggro-control archetype: evasive, well-protected creatures backed up with counters and tempo cards.
Chaos Insurgency: Hand disruption, sabotage
Keyword: Infiltrate (When this creature attacks and isn't blocked, do X.)
Subthemes: betrayal, making your opponent's permanents work against them
The Red Pool: Fat creatures with useful abilities, ETB effects, portals (cascade?)
Keyword: Emerge (While you're searching your library, you may cast this spell from your library for its emerge cost.)
This is a powerful ability, because it turns every Rampant Growth into a Green Sun's Zenith, every narrow tutor for an answer into a way to stabilize or blow out the opponent. So the abilities of Emerge creatures should be answers, but narrow answers—Smother rather than Doom Blade.

It needs to be stuff like Oblivion Ring with upkeep costs. Maybe a special effect just for that. BR Insurgency would be tight. Be nice to see some stuff that disrupts thoughts and physical effects. Maybe some neat come into play effects based off of the Morph
TroyL mechanic to empahsize the sleeper agent quality to them. Serpent's Hand needs to focus on avoiding detection, etc. Should be easy with the color combination. However, you might want to try working with the idea that they are mono-blue at first, then splash green later. I'm not sure why you've got the Factory and Prometheus as colored at all. I'd have Prometheus with "employees" of all colors,
TroyL then make them all attachment based. Tools and effects. As for the factory? Hell, man. Lands and artifacts would be hella tight, since we know so little. I'd be more in favor of making the COTBG RB more than the CI, but really, UR might suit them much better than it suits Wondertainment (and while wondertainment would be awesome to work with for a little while, it's sort of a one trick pony).

TroyL With UR, you can build up neat artifact creatures, berzerkers, and whatnot…. would be really neat. AWCY as mono-red is awesome, but I'd avoid direct damage. Steal other effects and go kinda crazy with them. Tapping or flipping or god only knows.
