Special Containment Procedures: Ships under the flag of Her Majesty's Coastguard (HMCG) or the Royal Navy are to patrol the area surrounding SCP-XXXX, with at least 1 ship being within 10km of its location at any one time. Any vessel approaching within 1km of the site is to be monitored. If suspicious activity (e.g. launching divers or submersibles) is detected, the intruder is to be boarded and her crew subjected to interrogation, followed by amnestic treatments if required. SCP-XXXX has been designated a Controlled Site under the Protection of Military Remains Act (1986), providing a cover for any activity.

Protocol 0014-Fitzroy is to be performed each night at 0047 hours precisely. As attempts by the Foundation to emulate the Protocol have proved to be of lesser effectiveness, the Protocol must instead be performed by civilian agencies (namely, the MCA and the BBC). Foundation sources should plant semi-regular media items to encourage public perceptions of Protocol 0014-Fitzroy as a 'national treasure' and argue against any proposed changes to the Protocol. A review of relations between the Foundation and civilian agencies involved in the containment of SCP-XXXX is to be performed annually.

SCP-XXXX is the wreck of the submarine U-███, in service with the German Kriegsmarine until its sinking on ██/██/1944 in the English Channel, following contact with a squadron of Royal Navy destroyers. It is believed U-███ was carrying an occult artefact or artefacts at the time of its loss, though the effects of the anomaly prohibit confirmation of this hypothesis. Documents concerning U-███’s cargo were believed to be in the possession of the GOC, though they have now been confirmed to be destroyed.

In the immediate vicinity of SCP-XXXX, time passes significantly slower than outside. The magnitude of this time dilation falls away exponentially from a point inside SCP-XXXX, becoming negligible around 50 metres from the apparent centre of the anomaly, with an estimated time dilation factor of 107E5 at the centre of the anomaly. This does not appear to affect EM radiation in the area of effect, allowing for real time observation of the anomaly. Both the magnitude and the spatial dimensions of this distortion are inhibited by Protocol 0014-Fitzroy by means unknown. Refinements to the protocol have reduced this radius of effect from approximately 83 metres at the time of discovery.

SCP-XXXX was reported by HMS ████████ almost immediately after the sinking of U-███. At the time of activation the radius of effect was on the order of 30 metres, growing to over 200 metres until ██/██/1945, whereupon the radius shrank to 65 metres. This was co-incident with the resuming of the nightly broadcast of the shipping forecast on the BBC Light Programme, which has since become Protocol 0014-Fitzroy. Experiments carried out by the Foundation have since proved the effectiveness of the protocol is decreased when performed by the Foundation directly

Addendum SCP-XXXX-1 – Proposed Recovery of U-███ Crew

Use of thermal imaging cameras have indicated the presence of 13 living members of U-███’s crew in watertight and partially flooded compartments near the centre of the anomaly. Reconnaissance by an autonomous submersible between 1964 and 1986 has shown seven individuals in sealed compartments, two in partially flooded compartments and two in the process of drowning. In the latter cases, is estimated that death will not occur until at least 2024.

It has therefore been suggested that the surviving crew of U-███ be evacuated with the use of SCP-2719. It is hoped that debriefing will provide greater insight into the nature of SCP-XXXX, and additionally provide an avenue for testing multiple hypotheses as to the working of SCP-2719. This proposal is currently undergoing evaluation by the Foundation Cross-Experimentation Committee.
