Needless to say, you're not supposed to be viewing these files. I say: take a chance. You've come this far.

Some of the following information is true. Some of it's false, even ridiculous. Sometimes I know for sure, sometimes I don't. Sometimes I'll lie. It doesn't matter. Whatever I've told you here, someone, somewhere believes it. And belief has power.

Realize also that the O5 Council might not even exist.

The O5 Council. O5 Command. The Overseers. Overwatch.

These are the people who have ultimate control over the Foundation.

Each O5 member knows almost everything there is to know about the Foundation and its activities. Between them all, they know every single secret that the Foundation holds.

Most Foundation personnel spend their entire careers without seeing them. Members below Clearance Level 2 don't even know they exist. Most people outside the Foundation have never heard of them, or don't think they are real.

Most everyone is afraid of them. An O5 walks into a room, and everyone pisses their pants. That's what happens when you hold supreme power over one of the scariest organizations in world history.

This dossier will show you reports on the identities of each of the O5 Council members.

My research has been comprehensive, but the very nature of my enemy makes it impossible to know which answer, if any, is true.

Perhaps there are multiple individuals sharing each O5 number. Perhaps dozens. But perhaps there is only one. Perhaps only one of each of the reports are true, or all reports are different facets of one person with stand-ins and disinformation stirred in.

Perhaps none of these are true. The end of this dossier presents well-sourced reports that question the veracity of almost every single assumption made here. You must judge carefully.

How This Page Works:

  1. Anyone with a relatively popular story can add their O5/O5s/Admin here.
  2. Staff may edit, tweak, or remove the entry, but will not remove any entry that is in an established, popular work unless they have special reason (which must be posted on this comment page so that other staff, and the community, will judge it).
    • Please link entries to articles in which the O5s appear. Err on the side of linking more, not less. (Wikiwalk, have a party!)
  3. Anyone can also add their own entry which is not established in any story. This works like the Log of Anomalous Items — poor or flawed entries will be reworked or entirely removed at staff discretion. No explanation for removal is required — so please make it good if you're adding something.
    • This page starts off with an exceptionally high number of 'seed' entries which don't exist on the site. Most entries should be established ones to counter-balance this — but if you have a really interesting idea, don't be shy.
    • Emphasis should be placed on 'usable' characters. If your headcanon/story version is too generic, too much like what anyone could've come up with, there's no need to add them here (we've covered most of the more generic entries already, I hope).
    • Goofy characters are allowed if they're good. However, they should be framed as false if they get too goofy (even if they aren't meant to be) to keep character consistency — aka, the author of the page may be particularly skeptical.
  4. Variations on specific established characters should be added to the main entry for that character and framed as "conflicting reports".
  5. Add new things to the bottom of the page, in order of creation. Staff may move or re-order for aesthetic purposes. (Especially popular entries should be near the top, so please feel free to request this.)
    • If this is judged unworkable, I recommend order of creation.
  6. The "Dissent" page is made for stuff that really skews away from standard O5 canon, such as 'they're all aliens' or 'they don't exist'. However, if you prefer to fit it into another tab, feel free.
  7. thedeadlymoose owns this page. If Moose isn't around, any staff member has blanket permission to alter it. Again, similar to the Log of Anomalous Items.
  8. This page is an open collaboration and should remain so. This page should never be locked except in case of ongoing troll attack.

This credits the users who created the idea or ideas for each initial entry on this page, if known. Mostly this refers to the 'seed entries' created to give this page a start. Further credits should also be posted on this comment thread.
