O5-1 Nazarene: After reviewing the files provided by the Foundation’s Ethics Committee, I have convened us to revisit the Xaphan Provision and to vote on whether or not we should share our discoveries with SCP-5XXX, which would enable it to return back to its separate reality.

O5-6 Cowboy: May I have a brief overview of what the Xaphan Provision covers?

O5-1 Nazarene: Of course. The Xaphan Provision outlines the rules of discourse when dealing directly in person with SCP-5XXX. The main objective is to subvert SCP-5XXX’s primary goal of leaving our reality, by means of indefinitely not allowing to access the necessary research being performed so that it may discover its crossover point. In this provision, Dr. Jessica Meriwether has been explicitly instructed to not disclose the full extent of the Foundations research to SCP-5XXX. Dr. Meriwether will feign to make small discoveries to keep SCP-5XXX in high spirits and focused on its research tasks for the Foundation.

O5-6 Cowboy: So, wait. Do we actually know how to bring SCP-5XXX back to its home?

O5-1 Eve: Yes. Researchers have discovered how to open its rift left back at its point of origin. It can even be done remotely. SCP-5XXX’s reality is extremely too hostile for us to explore. Probes have reported regular occurrences of XK and ZK-class events. We have elected to keep it closed to prevent any of those events permeating into our reality. SCP-5XXX has developed extremely valuable mechanisms to locally counter these type of events. To it, those events are just a regular occurrence.

O5-1 Nazarene: That’s what I have been reading. SCP-5XXX also seems to be an outstanding performer in its class and has helped the Foundation advance its research into fields previously deemed inaccessible or too dangerous. I also have overheard it is seeking out the entity that has been inhibiting its higher functions.

O5-6 Cowboy: Alright, well then I realize the value it provides to the Foundation, but will I vote in favor to share the information with Deviraya, I owe her my life, as do many others. I believe she has earned her right to go home. We have made enough discoveries in recent times with it to warrant a release.

[ Room falls silent for a brief moment ]


O5-1 Eve: What? What do you mean, we can’t. [Pauses] Period. It has to stay regardless, whether we have the means to or not, it is never going back home. I strongly vote against sharing anything with it.

O5-6 Cowboy: What the hell do you mean? She’s done everything we’ve asked of her for nearly ██ (██) years! She’s even protected mission critical Foundation officials and SCPs from falling into oblivion!

O5-1 Eve: Are you growing attached? Also, don’t forget your place, and remember to remind yourself she is an SCP, so you will start using the pronoun “it” or be handed a full grade-5 reprimand. I will not tolerate unprofessional council members. I could give a shit if it has performed extraordinarily for a millennia, my vote is that we will continue to utilize SCP-5XXX to further advance our research.

O5-6 Cowboy: [Sighs] IT, will sooner or later discover that we have been covertly using Procedure 731/Nekoma as a way of dampening its powers and restructuring its memories. What happens then? What happens when SCP-5XXX learns we are knowingly keeping it weak? Well? What then?! I’ll tell you what, it will begin by frying the entire O5 Command because that’s exactly what I would do, however, I doubt that SCP-5XXX has the capacity to perform any sinister acts at all which is why so many of us trust it.

[O5-6 Cowboy stands up and begins pacing the room]


O5-2 Nazarene: Enough. [Brief pause] Cowboy, you need to realize that SCP-5XXX is the only SCP ever discovered to have something similar and even remotely close to our currently theoretical ZK/XK-class Aegis-One barrier that fully covers our quadrant of the universe.

O5-6 Cowboy: Why am I even here then? You two seem to have made your decisions prior to even arriving. [Closes O5 council member dossier on SCP-5XXX]

O5-2 Nazarene: Please don’t fret Cowboy. Look, I agree. What about this, SCP-5XXX can generate a quantum entangled twin according to its dossier. We could possibly train it to refine its twin to last indefinitely. Then we could send it back to its point of origin.

O5-1 Eve: No, this issue is simple and crystal clear. I’m not wasting time on a simple theory that could leave us high and dry. It’s game over should the generated twin not last indefinitely. Its stuck here and it sought us out, not the other way around.

O5-2 Nazarene: Fine. SCP-5XXX has shown her true capabilities when she shifts realities with SCP-507. We would be naive not to capitalize on SCP-5XXX’s abilities. In the best interest of the Foundation, I vote against sharing the researcher’s information as well.

O5-6 Cowboy: [Faint sound of grinding teeth] Well, then there is really nothing else for me to say here, it seems this council meeting has already come to a decision. I stick to my original vote.

O5-1 Eve: Then by a majority vote of two (2) to one (1), we will continue to keep SCP-5XXX in the dark regarding our researcher’s discoveries. SCP-5XXX has been a great asset for our technical research teams globally and I won’t give up one of our primary safeguards just because it happened to find itself marooned in our reality. The Xaphan Provision will permanently remain in effect, as it is hereby ordered.
