Special Containment Procedures: Citizens are not to be allowed access within twenty (20) kilometers of Provisional Site-219, which contains SCP-XXXX. Citizens attempting to access Provisional Site-219 are to be detained and questioned, before being administered a Class-D amnestic and released.

A concrete and steel sphere with a surface area of approximately 49,062.5 meters squared is to be constructed around SCP-XXXX and into the ground underneath SCP-XXXX. The sphere is to have one access chamber, measuring a surface area of approximately 1,672.5 meters squared located above ground, leading into the containment sphere. A monitoring facility is to be constructed approximately sixteen (16) kilometers from the containment sphere.

The containment sphere and access chamber are to be constantly constructed to the best of the maintenance staff's ability. No residents of SCP-XXXX are to be allowed to exit under any circumstances. Foundation personnel are not to enter the containment sphere, however they are allowed to enter the access chamber only to prepare unmanned rovers for exploration of SCP-XXXX.

If at any time a citizen or Foundation personnel member successfully enters or exits the containment sphere, a full lockdown of the site is to be initiated, after sending a rover in to record the effects to the best of its ability. In the event that the sphere and chamber begin to exhibit signs of rapid deconstruction, a 50 kilometer radius around Provisional Site-219 is to be declared radioactive, and citizens inside the zone are to be relocated and informed that they are not to attempt to return under any circumstances, and that their personal belongings will be replaced and sent to their new address. Construction of a new containment sphere is to begin approximately ten kilometers away from the original containment sphere, along with another access chamber and monitoring facility 16 kilometers away from the sphere.

Description: SCP-XXXX is a small (population 60 people) town located in Example County, Texas, United States which has displayed properties of technological, structural and evolutionary regression. The town appears to regress to an earlier time period (1990s to 1980s to 1970s, etc.) on a monthly basis, affecting objects and constructs which do not originate from SCP-XXXX. This effect seems to have a range of time periods from the current time period to the 1770s. Residents of SCP-XXXX reportedly produce their own food and water inside containment. The lack of lighting equipment in containment does not seem to cause difficulty in this endeavor; in fact, it is reported that prior to containment, light was refracted around SCP-XXXX and sustenance was still produced within SCP-XXXX.

Objects not originating from SCP-XXXX placed in the area will begin to have their parts vanish in the order that the components were fitted; an electrical extension cord, for example, will first lose its electrical contact points, then its outer plastic or rubber casing, and finally its wire. This process can take place from as quickly as 30 seconds for simple objects and constructs to as slowly as three months for more complex constructs. These components do not appear in their previously constructed form anywhere on or around the site in a 200-kilometer radius. It is not currently known what happens to these parts after they have vanished, and no hypothesis have been agreed upon by more than ten percent of the site's researchers, with several scientific personnel showing support for two or more potential explanations.

Objects present within SCP-XXXX prior to its discovery and containment are not deconstructed, but instead adapt to the style of SCP-XXXX (i.e. if the town was in a 1950s-era state, the objects would reflect that design style and time period, as would the objects if the town entered a 1700s-era state). This can potentially result in the loss/replacement of functions and components in an object, which are returned as soon as SCP-XXXX reenters a time period in which those objects could perform those functions and/or contain those components.

Structures built within the area begin to break down, showing signs of being also deconstructed, much in the same manner as objects, with no components as used in the construction present within a 200-kilometer radius of the site. This process can take place from as quickly as one day to as slowly as three months, depending on the complexity of the structure. Structures which were present before SCP-XXXX was discovered and contained are not deconstructed, but show signs of changing to fit the "style" of the time period, similar to the effects on SCP-XXXX's original objects.

Residents of SCP-XXXX seem to experience evolutionary processes backwards. Residents will adapt to the "style" of SCP-XXXX, similar to the effects on structures and objects inside SCP-XXXX, in that they will lose evolutionary advantages and changes which have been acquired, having them slowly begin to break down, over the course of time in which they would have historically grown. This process reportedly is not painful and residents generally do not notice it unless it is pointed out to them. Residents also do not appear to age or become younger, instead appearing at their same age since SCP-XXXX's discovery and containment. The Foundation Ethics Committee is currently reviewing and considering potential testing with humans not originating from SCP-XXXX.

At this time, it is not known what causes these effects, but it is theorized that some sort of artifact of power is at the center of the town and its land, causing the effect.
